You can list in Canada and Mexico without shipping anything there. The catch is in the fee and the delivery time.

01The constraint it solves
plainly that Amazon does not support FBA fulfillment between the US, Canada and Mexico. Without remote fulfillment, you set up FBA in each country, inventory is managed separately, and a seller cannot fulfil an order in one country with stock held in another. Amazon requires different FBA SKUs for each North American selling location.
That is three inventory pools, three forecasts and three restock decisions for the same product.
Remote Fulfillment removes it: one inventory pool in US fulfillment centers, serving orders across the marketplaces you enroll in.
02What it requires
Reported eligibility, consistent across sources:
- A Professional selling account — not Individual
- A North America unified account. Amazon’s own page now describes it as a North America and Brazil unified selling account
- Enrolled in FBA in the US, with FBA Export enabled
- FBA only. Merchant-fulfilled listings are not eligible, because Amazon must control the shipping to handle cross-border documentation and clearance
- Compliance with destination-country regulations. Restricted items, dangerous goods and prohibited products are ineligible
Most modern accounts will be unified by default; older accounts may need upgrading through an Upgrade to a Unified Account page in settings.
Enrollment is automatic once switched on: Amazon evaluates your inventory, adds eligible items, and continues adding newly eligible ASINs as you create them. 03What it costs
A remote fulfillment fee replaces the FBA fee, and it as higher than the standard US fee to reflect cross-border shipping.
Delivery is slower. Reported Prime delivery: 5 to 9 days for Mexico, 7 to 12 days for Canada. One source is direct that remote fulfillment is not ideal for Canada because of the longer delivery times and higher costs, and frames it as a way to test the market rather than a permanent arrangement.
Customers pay import duties. the customer takes ownership when the shipping company collects from the US fulfillment center. That removes the importer-of-record question from you — see the Incoterms guide for why that matters — and it adds a cost the buyer sees at checkout or on delivery.
Returns come back to your US fulfillment center, handled as US returns are.
04The advantage nobody mentions
One reported point is worth more attention than it gets: advertising costs in Canada and Mexico are significantly lower than in the US because of lower competition, allowing customer acquisition at a materially lower cost per click.
Against the US CPC picture — at $1.00 to $1.25 blended and rising 8% to 12% year on year — that is a genuine offset to the higher fulfillment fee, and it is the strongest argument for testing these markets rather than a marginal one.
05When to graduate to local inventory
Remote fulfillment is a test mechanism. If a market works, local FBA gives you faster delivery, standard fee rates and no duty on the customer.
The trade is what you avoided: local inventory, cross-border shipments, customs clearance, and country-specific compliance. Reporting names bilingual labeling for Canada and Mexican tax requirements as examples, and notes compliance failures risk penalties or account suspension. Canada also requires consideration of non-resident importer registration and a brokerage arrangement.
A reasonable rule: stay remote while you are learning whether demand exists; move local when the fee difference on your actual volume exceeds the cost and complexity of holding inventory there. That is a calculation, and remote fulfillment gives you the data to make it.
06What to do
Check your account is unified before anything else — the language switcher in Seller Central shows whether the other marketplaces appear.
Enable Build International Listings with automatic pricing at enrollment. it as adjusting for exchange rates, fulfillment costs and referral fee differences, which is exactly the arithmetic you would otherwise do per SKU.
Review the replicated listings anyway. Automatic pricing preserves margin mechanically; it does not know whether the resulting price is competitive in that market.
Check ineligible categories first. Dangerous goods and restricted products do not qualify — see the hazmat guide.
Set expectations on delivery. Seven to twelve days is not a US Prime experience, and it affects reviews and conversion in ways your US listing history will not predict.
Test advertising there. The lower reported CPCs are the part of this that is genuinely undervalued.
Model the graduation to local inventory before you need to. Knowing the volume at which local FBA becomes cheaper turns a vague ambition into a trigger.
Run it on your own figures. The margin and break-even calculator takes your price, cost of goods, referral rate, fulfillment fee, returns and ad spend and returns net profit per unit, net margin and the maximum ACOS the product can carry. Nothing is stored and nothing leaves your browser.
Enable the program on one SKU that already sells well in the US, wait 30 days, and read the Canada and Mexico orders against the remote fulfillment fee. That single test decides the rest of the catalog.
